Representante de UNICEF en Colombia. Ha sido representante de UNICEF en Ecuador y Paraguay, y encargado de los programas de UNICEF en Europa del Este. También ha trabajado en África occidental y en América Central. Estudió Historia (mención cum laude) en la Universidad de California en Santa Cruz (1978) y Maestría en Relaciones Internacionales de la Universidad de Columbia, Nueva York (1982).
